A Missile Silo is a building that stores and launches missiles. A Level 2 Missile Silo is required to be able to build Anti-ballistic Missiles and a Level 4 Missile Silo is needed to start building Interplanetary Missiles. Each level of the missile silo can hold 10 anti-ballistic missiles and 5 interplanetary missiles (or any mix of the two).
